Framed by a global shift toward economic security, Japan and the EU are strengthening semiconductor policies to enhance supply chain resilience, expand domestic production, and support critical technologies essential to the green and digital transitions. Recent EU and Japan strategies increasingly frame semiconductors as a matter of economic security.
This project examines how Japan and the EU position themselves in semiconductor technologies as key pillars of economic security and future growth. It also identifies where Japanese and European capabilities and strategies are complementary, overlapping, or competitive. Combining structured literature review, ecosystem mapping, industry analysis, selected case studies, and expert interviews, the project develops a multi-level picture of the semiconductor value chain in Japan and the EU. Based on this evidence, the project identifies opportunities and challenges for EU-Japan cooperation and develops policy recommendations on how both sides can leverage synergies, manage competition, and address structural gaps in advanced semiconductor and related industries.
